When to use it

Pick the ToolRack if you want to play guitar through GTR3 without a DAW (practice, live or quick tone hunting), or want the amps and pedals in one rack. Inside a DAW you can also load Amps and Stomps as separate plugins. It is a host, not a sound source on its own.
